Yes, a solution is to create online and offline profile. Choose offline profile to earn XP with bots and unlock content for single player gamemode :)
Buckshot you're right, but my N64-PS1 games has bots and survives 20 years after.

I just sat in queue for exactly 12 minutes to get one other person join me in the face of event. I then won and proceed to wait another 10 minutes for a match. Or I could have all bots and have played instantly and if it happened to find a player all the better!
Even if lets say your in queue for more than X minutes then you get put in a bot game would at least give me peace of mind.
For pve find a friend.
Change ur location in control panel to an EU country, im from Australia and im finding games within 2 mins most of the time, ping is bad, but at least u can play
