Okay, so what you want is actually a fake Neji and fake Jiraya? Thats what you are pretty much asking for. Let me break it down.

Neji died during the 4th Ninja War. This was...... lets say 12 years prior to current times. Jaraiya, died even earlier, so it is even moreso for him.

When they died, they would be considered strong. Compared to the ninja of today, they are both weak pansies that would be done in by Boruto alone. If you watch the Anime, hes already taken down stronger people than both Neji and Jaraiya combined.

So, what you want, is them to be added into VR? With what skillset. One they never had, so they are then FAKE mentors, or keep them as they were, which would be considred sub par ninja?

Also, once you start adding dead people as mentors, you open a floodgate of all the dead characters in Naruto already. Specifically, the Hokages.

Weak pansies, you cant be serious. As for taking down stronger opponents, Boruto barely did anything, only dealing the final blow with the help of Naruto and a bit of supporting.

As kind of an added note. Neither Neji nor Jaraiya, have any unique Jutsu for them to pass on. Jaraiya had already passed on his Jutsu, and Naruto learned all his others from Mt Mobuku.

Neji, never had any unique skills to begin with, he just happened to figure out the 64 palms on his own, rather than being taught.

Well..... thats pretty simple to figure out then... Its going to be future DLC. Kind of a ♥♥♥♥♥♥ way to go about it, but hey, companies gotta make money somehow.

Also, I just noticed, the 4 you mention, all have unique jutsu nobody else uses. So perhaps my earlier comment on the fact that both Neji and Jaraiya have nothing unique, is the reason.

I doubt Jiraiya and Neji will be dlc, like you said, they don't really bring in any special kind of moveset.
Ino is already in the game as npc and so is Killer Bee, so I bet those 2 are going to be dlc atleast.

I only used the Hokage, cuz the other Kage, werent mentioned much, and the abilities they do have that were mentioned, others are capable of using them. Kekkai Genkai and above not being included as they cannot be taught.

Hashirama - Sage Art: Several Thousand Hands. Plus a lot of jutsu Yamato isnt strong enough to use.

Tobirama - Flying Thunder God Technique, Impure World Reincarnation.

Hiruzen - Summon: Enma.

Minato - Shurikenjutsu: Flying Thunder God Technique, better version of Tobiramas.

Tsunade - Nothing Unique although she is stronger than Sakura.

Kakashi - Already a mentor in the game with Kamui.

Naruto - Also already a mentor just his younger version.

Also with the Kekkai Genkai, whos to say we dont have the DNA required already? We are of course custom characters in the Naruto Universe. Who knows what kind of lineage or weird experiments we could of been part of. Our characters can already use Sharingan and Mangekyō Sharingan techniques without having the eyes to do so. Also the jutsu you learn from pain can only be used with Rinnegan and we dont posses that either.
