How I can get Akatsuki castume? or some new outfits?

You get them from scrolls, which you can obtain by doing missions and online.

You get them randomly from a scroll or from Pain as a master reward (lvl 2).
You might already have Pain if you have pre-ordered the game otherwise you will need to unlock him through mission, gotten from the hub area, in the vr arena.
