I saw a youtuber with sharingan eyes as accessories, so far I havent got one either. Must be a rare one.

You can get it as an accessoire, as far as I know. Tho I haven't played to this point myself to confirm it first hand.

Ok, thanks. One more question how do ppl already have like 70s lvls? Considering this game being new what is the best way for training your master and leveling up? And how do you unlock new missions?

You level quite quickly by just playing online matches, roughly 1 level per 1-2 matches.
You get new missions by going around town and talking to npc's
