Missing Mentors

So far I've unlocked all the mentors for the game except Sai, am I missing a specific quest that needs to be done? How do you get Sai as a mentor?

You need to do a mission for him, he should be standing around the lobby near the matchmaking guy, if not you'll need to level up a mentor to get the new mentor reward

You unlock Sai as a Mentor by leveling Yamato, who you have available right from the start.
