Good netcode can make player-hosted networking (technically not actually peer-to-peer in spite of how often everyone calls it that) work reasonably well. There's limits and even the best system will sometimes derp on you, but what I've seen from beta and the full game makes it look like the game behaves a lot better in the release version in that regard.
Improving netcode is always about only going "add servers". And a game with bad network performance and dedicated servers will be a worse experience than Shinobi Striker gives people at the moment.
Another factor is that beta testing has a much more limited pool of players to draw from than a freshly-released game with a large established fanbase, so you'll be less likely to be able to find a match with someone who has a good connection to you.
Hate to break it to you mate, but if its P2P, why is there "maintenance"? Yeah... have fun answering that one.
I have attempted to locate the servers, but havent had any luck with any server info. I can 100% guarantee you, its not P2P.
This is easily provable, by "Server Maintenance". If they dont have servers, wtf are they maintaining?
