Need some help with Father Burian

I'm on the quest to recover some stuff stolen from the church for Father Burian, I went to the pawn shop and received a picture of the "person that tried to sell Anatoly stolen jewels". I've seen this guy's face before but can't remember where, can someone let me know where he is?

I've read about that quest, but how do you even get it? I only get blessings at Father Burian.

The quest starts from Zachy, leader of the guzzlers. He requests some rare booze. You can buy it from the bar for $5k or go to Father Burian and do his quest to get some. It directs you to the pawnshop and you acquire a picture of a bum from the security cameras. My problem is I have no idea where/who that bum is. I swear I've seen him before but can't remember where.

The guy you're looking for lives north of the train-station,pretty close to where you start the game.

It's quite easy to find him: get in front of the master's caravan,and face immediately left.
You'll see a small dark indoor area,as you start getting inside look in front of you a bit to the right (having a flashlight is super useful for these areas) you'll see a small cardboard housing with two people inside, the culprit being among them.

If you're really looking for the stolen package however,be prepared to be a little dissapointed.
I can't tell you if whatever he will answer will help you recover the package since I already found it before,yes it's possible. If you're really struggling with the package you should find some fishy looking hobo lurking around the southern part of the train-station,somewhere near the drunk guzzlers (sorry for vague answer,I can't remember much here)
