Outside of Furgrim's place there should one standing in front of an entrance (the one where an NPC gives you a name card, sorry I forgot his name). If you can get her to the camp, wait for a short while like 30 seconds and a replacement will appear.

There are multiple (3) on Wenceslas st. - They are the women smoking.
Also near your hideout off of Trainstation St by the Church and Pizza place.

Some on Wencelslas St take meth as payment while others will take cigarettes or condoms. Those who take meth will send more than 1 girl and can retire 2 to 3 of your mission goal.
