where are barrels gotten?

if from a store please point me to it, if by dumpster which dumpersters might have it more?

I don't think any stores sell them. I know Maisner sometimes has them randomly, as does Stink (I don't think he appears on the map, you can find him by exploring the areas on the right side of the map, beside the charity etc), and the guy in the pit who keeps having his chair stolen. As for dumpsters I would say the orange ones are the most likely to have the blue barrels.
