The Sceptre is part of the Ritual of The Last Boozing (RLB). It could be that the events of the RLB push Crazy over the edge and make that quest available. Once you complete the RLB quest it triggers another Snot quest, so once you've finished go see Snot/Crazy again.
Yes, it's possible to become the Beggar King without Crazy. Yes, it's possible to obtain votes from both Ferenz and Moisner during the same playthrough. I have completed the game twice and both times I did Moisner's questline first, got his vote, then got Ferenz' vote. I am not sure if the reverse is possible. You will have to work with Victor a little bit (he's in the same camp as Fester) to open up more quests with Ferenz, and you may have to raise your trust with Leo to get him to put a good word in for you with Ferenz.
