Crazy not giving any more jobs

I'm not sure if this was an issue before the update or not, but I'm not able to get any more jobs from Crazy.

I've done up to dissuading the three groups of guzzlers from making a nuisance of themselves, and done Snot's seizure quest. My google-fu said to keep doing guzzler quests and then Crazy will give me another one after some of them have been completed. I'm now up to the point where I recharge the sceptre with the guzzlers which I think I remember there being another option with Crazy for that, but I've yet to get any more jobs from him.

Am I missing something else that's needed to trigger them?

If it's broken / bugged, is it possible to become beggar king without him? I went Bruno over the priest, took the Baron's vote, and haven't decided yet over Ferenz or Moisner (is it possible to get both?).

I completed the Guzzler questline last night before getting the quest from Crazy to poison the Guzzlers.

The Sceptre is part of the Ritual of The Last Boozing (RLB). It could be that the events of the RLB push Crazy over the edge and make that quest available. Once you complete the RLB quest it triggers another Snot quest, so once you've finished go see Snot/Crazy again.

Yes, it's possible to become the Beggar King without Crazy. Yes, it's possible to obtain votes from both Ferenz and Moisner during the same playthrough. I have completed the game twice and both times I did Moisner's questline first, got his vote, then got Ferenz' vote. I am not sure if the reverse is possible. You will have to work with Victor a little bit (he's in the same camp as Fester) to open up more quests with Ferenz, and you may have to raise your trust with Leo to get him to put a good word in for you with Ferenz.
