OKAY I NEED SOME HELP HERE PLZ

Okay so first off, I can't find information anywhere online. It's really annoying. BUT I love this game and here I am trying to find some help because I actually want to progress this time now that the game is fully released. Any help anyone can offer is greatly appreciated.

-Don Kitty. I have to be his test subject to get this other guy on my side. Basically I need one guy to leave, so to get him to leave I had to go to his boss Moiser. Moiser won't make him leave so that the drinking gang can move in unless I"m a test subject for Don Kitty the meth guy. So...every time I go to see Don Kitty, he tells me my body isn't conditioned yet. But I literally made my guy fully healed in every way. No toxicity, no drunkenness, no hunger, no poinson, no sleeping, no anything. 100% perfect health. Yet he won't test on me. So wtf am I missing here??

-ANother question here. You know Tony? The guy from The Fort? My rep with him is stuck at like 56 or whatever and every time I try and ask him for another "chore" he says he's got nothing. So how the f**k do I get his rep up any more? How do I join the fort? How do I get his trust up to beyond 60 when he won't talk to me anymore?

-How the f**k do I get the coat from Bear to give to Maisner? Every time I ask I don't even have any options of what I should be trying to do to convince him to give it to me.

*SIDE NOTE: I NEED THAT STRATEGY PERK SO FREAKING BADLY*

-Also any other fun tips you guys have that can help me to make my gameplay a bit more easier. I'm struggling about here 0.0

Tony's rep can be increased by increasing rep with the other two quest givers inside The Fort, then requesting 'Can you put in a good word with Tony'. If you've somehow screwed Tony over, you might be able to repair the rep through talking to Crazy. Coincidentally, Crazy is the one that gives you the Strategy and Expert Speech perks, so its worth doing his questline early.

Bear gives his coat to you when you finish his Biker Gear quest (which you get by chatting to him). Personally I kept the coat for myself as it is the highest cold resist item in the game that I can see, even above the expedition jacket. I was able to get Maisner high enough to get his beggar king vote despite not completing the bear coat quest.

I'm not sure about Don Kitty. I've heard there might be a hidden 'Drug Tolerance' stat that you may be able to increase by taking more drugs.

You can also increse reputation with Tony by learning defence from him.
With Don Kitty you need to be 100% helth, 0% sick, poisoned, drunk. If not working try to go back tomorow.
Strategy perk teach Crazy.

When you increse your reputation with hobos, you can ask them to borow you money, but you dont have to give it back.

that's the thing. I had all my stats on 0 and my health at 100% but he still wasn't working with me. I even brought items with me to make sure everything was 100% healthy and he still wouldn't take me. That's why I'm confused asking for help. Thanks btw to you and others who posted here to help
