No designated place to buy the books at least that I've found. Getting the book store guy to trust you only gives you access to epic junk no barter.
You can find books at the pawn shop, from your neighbor in the pit and eventually from the old guy at the convict camp.
Best way I've found to get them is by parking outside a supermarket and turbo begging everyone. Full on charisma suit, deodorant, clean, and perfect clothing.
you'll come home at the end of the day with like 15-30 of them.
I think you need to read more than the tooltip says, took me a lot more than 30 to unlock him.

running missions for Leos the old man in the convict camp will also reward 4 serious books if you choose it.
You're going to need one of those, 3 piles of books, and a living room lamp to make it.
It's a crafting component like the rest so the pawn shop, or your hobo neighbors will sometimes have one for sale. Check them every day their stock rotates.
If you have the perk Dump Raider those piles of trash are the best place to find it as are the large bins.
