IF your health is dropping then everything IS NOT FINE. If you have a debuff on your character your health will drop. Check out the specifics on the character sheet. For example if your moral gets too low, your health will start to drop. To fix moral read a playguy magazine you can get from a tobaccoist. IF you have the cold icon, then get to a fire and warm up. That also means you need better cloths but they get expensive, also as you progress through the story line you will get items that will boost your base stats. If you are wet, get to a fire to dry out. Yea it rains/snows a lot so that might be the problem. Dunno.
So to answer the base question. Unless it is an addiction (yea they suck 45 real world minutes for it to go away, or just drink an alcohol and keep the addiction. This is assuming it is an alcohol addiciton, if it is drug then you need to use a drug.) I rarely ever use health kits. Well one quest line for moisner, but that is a spoiler. you will be a guinne pig and test out a drug, and each test will result in health hit along with rest, and illness/poison. Sometimes when I do a thug fight.
IF you are trying to get over an addicition, one path is to just lump it consuming bandaids, health kits, food to keep your health up while you do some activity to get you coin along the way. The way I do it is I sleep in my base non stop. My bases always have the healing perk for this very reason. Another way is to just die. when you get far enough in zach's quest line (the guzzlers) you can open up the 2 piles behind him and get free amulets to restore the lost points from a death. Each death takes 5 points from 6 stats. Check your character sheet to see if you have a grey area to know how many points need to be restored. Other then the spoiler way you can buy those amulets from vasha(spelling error??) from the gypse camp, or from spurna(spelling??) shop. The gal near the pawn shop.
If you have the health regen hideout upgrade, it heals at roughly the same rate as the hp loss of a withdrawal when you sleep so you can just stock up on 48 hours worth of fuel and sleep for 2 days in your base until your withdrawal passes.
If you need to stock up on healing items, begging and stealing from moderate and high difficulty strangers is a much cheaper method. Once you have the begging upgrades that give you 2 free items on each successful begging attempt, high difficulty strangers will frequently just give you medkits. Moderate difficulty strangers will just give you bandages. Stealing from any stranger can offer bandages, and high difficulty strangers can have medkits to steal. You can usually net ~80 bandages and ~20 medkits if you spend a day begging and stealing like this.
If I had to make a guess, you have an addiction and you're suffering from withdrawal. If it doesn't inconvenience you too much, the easiest way to fix that is just going to be getting the health regen upgrade for your hideout and sleeping it off. Otherwise it absolutely is not worth it to try to use healing items to clear an addiction, that's an insane amount of money, time, and effort.
