I think you can find some one in bars

Usual yes. But no quality vodka in bars. There's an option with Cardinal to ask for some quality drinks but, as yet, I don't have enough rep for it .

Ah! Sorry been awhile since I last played this game, quality drinks are given by cardinal and the other 2 quest givers in the Guzzlers as a trust reward.

Thanks, I needed it for the wedding seremony quest (after I failed to persuade Baron). But now found another alternative priest of some sect and the quest is done.

Yes, there're 3 options - Baron, Ruda (priest in the past, asks for quality vodka), priest of the sect.
