Where to find Lemon and Herbs

I would like to make the first tea you learn, but I have no idea where to get lemons an herbs. I did a search and someone says at any "mall".

I cannot find any mall at all and all the stores I look at do not have lemons or herbs.

Edit: Found lemons for sale at mall, SE corner of the business district.

Found it at the SE corner of the business district!

They sell lemons, but not herbs. Can you only find herbs by looting?

The only way I've ever found herbs is by looting the red dumpsters, stealing them from houses during conversations, stealing them from houses at night, and stealing them off people.

would be nice to be able to buy herbs, but you can buy lemons at any mall around the city

You can buy herb at lady which is in front of the gipsy who gave you quests for stealing. In czech he is caled /langos/

As of 5/22 you can buy herbs from the fortune teller.
