I THINK it is somewhere in the general vicinity of the church, but I can't for the life of me remember exactly where.

Just make a new post if you have a question that a basic search can't anwser. In your case, you didn't searched at all but I'll give you the answer regardless in case someone else find this post; If you want to sell clothing articles, just talk to Shrug. You can find him easily around the south part inside the south-west city block (business district), because he sit in a chair clearly visible in the middle of a homeless-made "housing" area.
It's not always a good idea to sell clothes tho, since breaking them down to part is useful if you want to upgrade your base (unless you are late game and earn tons of money quickly by begging, then it's faster to buy material because how cheap it is - 10/50/100cr for all 3 types, compared to the amount of material required to make them on top of the time spend crafting)
If you want to BUY clothes, it's also the best guy for most of the game; He sell random clothes (but not all clothes) every day at a heavy discount, and if you increase his rep the price drop even further. You still probably want crazy hat and dark boot tho, so you probably want to just buy a luxury jacket and kickass pant from him.
You can also buy random clothes after doing some quest with the convicts, or buy from the pawn store (that you should check because he can sell part of the biker set for a quest anyway). Unlike Shrug, they can also sell the second-best backpack cheaper than at a store. Buying 3 of them cost less than buying one of the best backpack, and is enough to not having any trouble carrying stuff around.
