An unrelated example:
+1 x 2 +2 = 4
+2 x 2 +1 = 5
The game doesn't employ any form of the usual mathematical ordering (i.e. Brackets, Orders, Division, Multiplication, Addition then Subtraction).
I'm not sure I understand how that helps me, it doesn't seem to be related to my question (or I'm not seeing how it's related).
Specifically, my question was what do the numbers 13 on the left and the 7 on the right actually mean in this puzzle?
The only thing I've seen before is the sum on the right, so I don't understand how I'm meant to use the fact that I now have a sum on either side of the row.
The position of those numbers tells you the direction in which to solve the problem. So for the level I posted, the 7 tells you that starting form the left, going right, you need to combine the numbers to get 7, but if you start from right, going left, those same numbers need to combine to make 13.
13 < +1 x2 x3 +4 +5 > 7
This means, to LEFT from RIGHT, you need to use some of those tiles to find 7 as answer.
This also means, to RIGHT from LEFT, you need to use some of those tiles to find 13.
Got it? You can see from different directions and find different results to the math.
I will give you the answer, but I will put the spoiler tag =)
13 < +1 x2 x3 +4 +5 > 7
You will use: +1, x3 and +4;
from LEFT to RIGHT: 1 x 3 + 4 = 7;
from RIGHT to LEFT: 4 x 3 + 1 = 13;
PS.: There's only ONE WAY to do it.
