The developer has made a poor decision by hard-coding the language on each regional distribution and for distribution platforms would mean to use up more resources on their servers that, according to their estimations, would not be justified.
The developers could produce a simple tool for text conversion (ie. xdelta), publish it on their website and link to it on steam/gog forums.
