2nd player can't be other Ninja Turtles in Local Multiplayer- why?

We're playing local multiplayer.

I'm player 1. I can change the loadout for my Leonard to be Raphael, Michaelangelo, Leo or Donatello.

Player 2 can only be Leonardo. The other loadouts are just Leo's blue headband and swords.

How do we make it so player 2 can be the other turtles?

If you are on PC you need to go to tournament and then p2 can select any turtle once you select a turtle. This disables gear and stuff but you can choose any skins such as supergirl or mr freeze.
