Serious performance & display issues with HDR
I just bought this game yesterday, Legendary Edition.

My computer: i6700K @ 4.4Ghz, nVidia 1080 w 8GB VRAM, 16GB RAM etc., running Windows 10 with all latest updates and drivers.

If HDR is on, and 4K resolution is set:

-- cutscene videos become distorted and blown up in story mode
-- performance takes a huge hit (I guess this is normal?)
-- cannot use borderless even though my PC can do HDR Windows, forced to "fullscreen" for HDR
-- only 1080p and 4K are actually fullscreen in HDR, i.e. 2560x1440 is surrounded by black bars

Basically, to use HDR and get good performance and correctly displayed cutscenes, I MUST use fullscreen 1080p only. Any other setting messes up cutscene videos and degrades perfoemnace a lot so you must greatly decrease graphics settings. A shame, because HDR looks amazing (using a Sony 4K Bravia TV with HDR as monitor).

Have you managed to find a fix for the blown out cutscenes in HDR mode? Please share if you can have tried almost everything.

Your TV/Monitor HAS to specify that they can do HDR at any other resolution but 1080p (Full HD) and 2160p (4K/Ultra HDR). It can be downsampled or upsampled BUT this game does not support such feature unlike other games. You could try third party software. There was one topic floating around Steam Forums about it; you just needed to set a custom resolution and pray the game supports it.

One thing about HDR: it has not been well implemented on this game although it has had it's improvements, I know the game does not use the full capacity of the screen.

One recommendation overall:

Depending solely on your type of display, do enable HDR and set the output color depth to 12bpc and set Bloom and Lightining Quality to High for best results.

About your performance issues:
GTX1080 is not enough for 4k 60fps for this game, sadly. Although it does 1728p 60fps flawlessly with everything on Very Hig and no Antialiasing and Partciels on Very Low... although it will crash at random times.

What about performance of the game ?

What about freezing and fps drops issue ? Does it still exist? I've heard that the three fighters are unplayable Robin, Grodd and Atrocitus. Is it true ?

The thing is I can play Assassins Creed: Origins on 4K res with HDR enabled on 4:2:2 12 bit color without issues (except the occasional grayed out SDR visuals) and have no issues such as cropped cutscenes etc. Same goes for Far Cry 5 which works flawlessly with HDR on 4K res which means my TV supports 4K with HDR on. This has to do something with the games' implementation most likely due to the fact that it is a port after all. Same issue used to happen on Wolfenstein but the solution was to turn off DPI scaling in Windows.
For Injustice I have tried turning off DPI scaling, Geforce aspect ratio settings, TV aspect ratio settings (No overscan) and none if it mattered. Around the web I have found 2 more people with the same issue.

Also can you tell me what would be the solution for resolution scaling? with or without HDR the game does not scale fullscreen except 4K without the bars around the corners. Do you guys have any solution for this? The game forces me to play in either 4K or black borders.

You can change compatibility settings in the exe properties that will bypass dpi scaling in just that exe. So you don't have to change system wide dpi scaling if you need it. Just right click on exe and go to compatibility tab and click on change high dpi settings. You can mess around with dpi over ride here.
