did you just get the game durring the sale as well? i mean we can max this game out no problem but man it is annoying may have to look at refunding my first steam game...
If you are running Windows 10, right click the game and make sure you are running the game as "administrator," and disable all "full screen optimizations" in "compatibility" tab.
Granted, this takes care of most of the stutter and glitching at first, but there are still MANY issues with this game (as of February 23, 2018)
In options/graphics/advanced, I highly suggest you set "particle density" to "Very Low," otherwise, there will be stutters here and there since the particle effects feature uses too much processing power at this point (regardless of GPU/CPU). Not your rig's fault, there is nothing you can do to mitigate the stutter.
Same with Gorilla Grodd animations. DO NOT pick him, you will see stutters no matter what you try. Even if you run the game at 720p with every graphics setting on low, stutters will occur. Some dev tried to lower Grodd's special moves frame data two patches ago, but instead lowered the entire frame rate of the game. They havent fixed it yet and it has been 2 months already, not sure if they will ever do.
I highly suggest to NOT use the "frameskip" feature, because it will make a little frame drop (60 to 59/58) become very noticeable. I hear on some CPUs/GPUs work, others, like the gtx1080/i7 7820HK combo I use, not so much.
Something I discovered: do not set the resolution higher than 1440p otherwise, while the first couple matches will play perfectly, the game will slowly gain stutters, until the game crashes. I tried 1620p, 1728p and even 1800p. The gtx1080 can handle those resolutions at 60fps with high to medium settings (specially needed for 1800p). But the game slowly stutters to death. Why? Cache in this port is broken, the game becomes VERY glitchy with textures on "Very High" at ANY resoltuion. You could play the same match over and over again without an issue until the Cache decides to be a jerk and it makes the game stutter, drops to 45 to 30 to even 24 FPS occur at random times.
Try these, guys, there is no one setting fits all in this port. I hope they can address these issues soon.

With 16gb it will run better but this is a known issue since one of the latest updates
Denuvo runs on the background and makes a check during specific moves
For example on superman or robin's trait activation

Right click the "Injustice 2" executable from the installation folder (local folder: Injustice2/Binaries/Retail)
Select "Properties" then click the "Compatibility" Tab and
Check:
- Run this program as administrator
- Disable Full Screen Optimizations
Then Click Apply, and OK
Also, turn on Gaming Mode if you are running on Windows 10
IF you have the 2004 Windows 10 Update:
- On the search box type "Graphics Settings" and press enter
- A new window will open, click on BROWSE
- Look-up the Injustice 2 Executable, double click and it will be added to a list:
- Click on Injustice 2, go to Options, and check "HIGH PERFORMANCE"
(with the name of your graphics card).
- Then SAVE and close the window.
On the game, my suggestions as for Graphics Options:
If you are running on 1080p, do not set your Texture Quality above HIGH
Lightning Quality: MEDIUM
Particle Effects of VERY LOW
Ambient Occlusion: OFF
Screen space Reflections: OFF
On Display Settings:
Just in case: DO NOT use HDR, it eats up 25% of performance (it shouldn't exceed 5% as it is the same pipeline, the game Shaders are a mess. Bad implementation).
On Gameplay Settings:
Disable Record Inputs
IMPORTANT: you cannot do Absolutely NOTHING to mitigate the following:
Gorilla Grodd Dash and Button 3 will ALWAYS cause stuttering.
No matter what you do, or what you try.
Since February 2018 this bug has been there.
Denuevo takes the WHOLE code of the game at that frame so it reads for any "code modifications" or "cheats" EVERY TIME any of those two moves are executed by any player.
ANY processor in existence cannot execute this without stuttering.
The engine's pipeline cannot take that much memory in 1 frame.
Blame Qloc's Denuevo execution.
NRS abandoned the project with this bug and there is nothing we can do to fix it.
