Seeing as even you have a high-end gaming rig, it would mean it's not just a problem with low-end hardware then. Huh. I wonder if it's the game's problem alone or windows 10 update which conflicted with something on the game.
I have v-sync disabled, frame-skipping and dynamic resolution both enabled. So I guess it's come down to my hardware or the game?
Also try lowering antialasing shadows and post process
The game optmization, while working fine for me, it pretty weird
I have an fx 6100 cpu and a 1060 gpu
But if i put the postfx on gpu the game stutters and i have to put it on cpu to work fine
My perfomarce is also affdcted if i lower textures for some reason, at max setting works at stable 60 fps without drops, the only downside is the long loading times
Lowering textures the game loads matches faster but the the game stutters
Really weird
