HDR used to behave the way you describe: while the game said HDR was on, the TV was not showing the HDR effects.
Try the following: if you are using an nvidia card, in nvidia control panel, on the "change resolution" tab, set the resolution you want and leave everything on default. Do not attempt changing the output color depth or any of those settings. The game will automatically change to whatever the color depth your TV supports. Do not switch "HDR ON" in Windows 10 either, again, the game takes care of it.
One more thing, what resolution are you playing on? Make sure your TV supports HDR at the resolution you are playing. Some HDR tvs unfortunately only support HDR on 1080p and 2160p only. If you set 1440p, for example, the game won't render HDR on your TV or it will say it is not supported. Also, make sure you play on Fullscreen, since Borderless or Windowed won't show the proper HDR lightining.
Nvidia 1060 6GB, guess it's not good enough for it. It can run the game 1440p 60fps max settings but not with HDR on, have to drop it to 1080p for that.
