Ultimate has all the dlc characters, minus Darkseid, and 4 premiere skins. It also has 4 god / demon shaders that are unavailable elsewhere (though I do believe you can get the demon shaders in fighter packs 1 and 2 --which you would grossly overpay for due to repaying for dlc characters you already have).
If the shaders are important to you (I personally don't care for them, though many do), then buy the Ultimate edition and buy Darkseid seperately, when/if you're ready for him.
If the shaders are unimportant to you, buy the Legendary edition.
