But I absolutey disagree with her playstyle. She is my favorite character and I decided to "main" her. Have already played her 5 times as much as my 2nd played character. Her trait is so fun too use, she is versatile and powerfull and I am doing well against most archetypes with her. She dominates the middle distance. I only fear Robin and Batman. She is a great Bread n'Butter character, like Batman.
And no, she is lower tie. If you say she's OP, then wait to play against a good Deadshot, Red Hood or Catwoman.
Some characters are harder to deal with than others as AI's, though I wouldn’t necessarily put WoWo in that group. She is very hard on some characters like Robin and Black Canary, while she struggles just as much against others.
It’s not crazy to think it’s reading your mind, because it kind of is. Actually, as the game, it really has all the time in the world to see what you are doing, and find a move that is faster than yours. The way to best get around that is find your character’s fastest moves and use them to start attacks instead of using any slow starters so you mathematically can’t be beaten to the punch. This is something that applies to both people and AI's
You also have to be careful of moves that leave you open if blocked, in which case you cant help be be hit after (this stuff can all be looked up in the move list).
When it comes to the AI, you can often break through its guarding by using combo strings that are 4 or more hits long. The more hits they are forced to block, the more likely you are to break through. It’s a AI only thing (won’t work on people), but playing people and AI is a different experience.
She definitely isn't a flashy character but I think still has some pretty good tools. Some of her costumes are a bit goofy in my opinion. The bottoms that show skin look like she is wearing diapers...
Which is great, if you are into that sort of thing.
However, in gameplay, I just skip the intros and pretend she is Gal Gadot (I will admit she is a badass in this game even if she is a ♥♥♥♥♥). Also, I disagree with your gameplay point. She is easily one of the lowest tier characters in the game. Many of her combos are gone from the first game, and she relies heavily on being on to get her shield in. If someone can zone at fullscreen, she is ♥♥♥♥♥♥ unless she gets Hermes' Blessing. I still adore playing her, however.
EDIT: I agree she is OP as an AI, but most bosses are like that. IMO, she is nothing compared to Braniac. If he hits you once, there goes 75% of your health.
They made the story seem like she corrupted him, but in reality I think he corrupted her & he's just making her think she did it to guilt trip her into serving him, kinda like how Joker uses Harley to his own ends..
As for her AI being OP, I have more trouble with Aquaman & Green Arrow AI. Even my AI loadouts have issues fighting those 2 & usually barely win.

In mainstream comics, WW is adorable and somekind of naive. In Injustice she become the exact opposite of that, she's power hungry and manipulative.
Superman also become the exact opposite of himself, embrace order despite freedom.
Tha's why I love Injustice universe, it's very realistic compare to mainstream comics.
In human world the person has absolute power won't be adorable or left wing politician. Because that's self-contradictory, that's not absolute power.
So why should superheros be any different? They have super powers, they don't have super morality.
Batman's no killing rule can only exist in comic books world. Because it's childish and infeasible in the long run. Prison won't make bad people good or make them clothing and worry-free. Murders and serial killers will continue killing if they have the chance.
So I can totally understand the frustration WW and Superman have. Again and again to put bad people in prison, but in the same time know they will break the law as soon as possible when they are free.
