Try lowering the "Lighting" setting down, it has a big impact.
I got i7-2600K, 16 GB DDR3, GTX 970 and i could not achieve stable 60 fps in 2560x1440 until i toned that option down along with number of particles. Other stuff seemed to have little effect.

My cpu is lot stronger than 2600k so should i put particles on cpu instead of gpu? And i have much faster ram. What gpu does lighting need?

Sorry, didnt get it at all.
There's an option like "Lightning", it's next to Shadows, you could try lowering it because it has a big impact on performance.

60 to 30 fps is vsync problems , disable it

I tryed auto config it put lighting and shadow on medium while evrything else on ultra and it runs 60 fps 1440op now. But didnt notice much of a difference in special effects between very high shadows and bloom compared to medium to justify the perfomance ht. Graphics are great however. What suprised me is how much blurry graphics became when i tryed 1080p. Which means the game is made for 1440p and 4k monitors i men it was unplayble with so much blur on 1080p , realy unwatchable!!! At least very high textures wasnt the problem as many 4gb vram uers said during the beata. Now i will disable vsync and try again with evrything maxed.

This is because your monitor will upscale it if the resolution you selected is below the native one for your display. This is normal for all games, not just this one.

In fact, you have 2 options here when you select 1080p on a 1440p display:
1) stretch 1080 to 1440 and get a blurred image
2) display 1080p in 100% size that will not cover all your screen, with black borders around the picture (no stretching = no blur)

How can you do that? just curious

If you have an NVidia card, you can open NVidia Control Panel, go to "DIsplay>Adjust desktop size and position" and select "Do not scale" in the "Scaling tab".
Probably there's something similar for AMD, but i never had an AMD graphics card.

Yes it was vsync. I disabled it and now with evrything maxed 1440p it runs 54 fps average but with little overclock on the graphics card it can get 60 fps but even at 54 it is fully playble withoutl lag or input delay.
