You can play against your friends in an online (quick race) and offline (hot seat) multiplayer mode. We don't have the split-screen multiplayer because the track is so long that charging the map and having two riders at the same time on that kind of track would be just crazy for developers - so the best of the experience is online with up to 8 players.
Maybe you should tinkering the graphic settings, I play on my Ryzen 1500x and RX550 which far way inferior than yours, but I could handle 60fps 1080p with average setting, and of course shadow is on low preset. Or maybe you should check the fact with your own systems, probably the driver or other factors.
