Roughly half of them are T4, the rest are T5.
T3 contract dungeons can also upgrade to T4 randomly.
So either explore more to find more of the distant dungeons, or keep running contracts until one upgrades (that can take a long time)

I just reached level 22 myself and, while I still find 3-skull contracts moderately challenging, I know I could make them "comfortable" by bringing a couple potions and a bunch of medical supplies. I also have multiple pieces of gear in need of an upgrade, and most could use a much better enchant.
4-skull dungeons are probably appropriate... if you put enough resources into them. And they can have some really good stuff in them, including the occasional unique.
I'd start exploring, looking for those "distant" dungeons that aren't tied to any contracts. I know they can show up in the SE corner of the map because I saw a guy on YouTube find a 5-skull one there, but there wasn't one there in my own playthough.
I think I found one in the north? "Sacred Ruins" or something. I may be wrong.
Probably gonna have trouble with these but that's what I get for making a one-trick pony character.
