Can't get a Troll hunt quest from Weber
My character hit level 20 and I've completed several contracts in Mannshire, Osbrook and Rotten Willow. Heck, I even got a quest for Manticore, but still no sign of a Troll hunt quest. I can only trade with Weber in Mannshire, learn Twohanded sword from him or say farewell. Did I get a bug and ruined my playthrough?

You should get It from the Elder at manshiree If you have Amity. Then you Go talo to the governor

Reputation shows special quests as relevant for those two settlements that offer it. As Revenge said, reaching amity is the trigger in both Willow and Mannshire.

Normally the process is simple enough. Once your reputation level is high enough that the "special quest" can be offered, the elder will tell you to see another NPC (the dude in the castle, above the library) who will give you the quest.

I've got 5440 reputation already in Mannshire, do I need to get all 6000 for Troll hunt? Weird.

No, you only need 4k (Amity) for that quest.

In case you have not, try talking to the elder first. He triggers Webbers quest. He should tell you Webber wants to see you. THEN talking to Webber should start the quest.

You can no longer speak directly to the governor, you have to get the "go talk to the governor" quest from the elder before the governor will talk to you about the troll contract.

As I already told, I've completed 4 contracts with elder, got 5.4k reputation in Mannshire and all I can talk about with elder is: new contract, trade, talk about rumors (question marks) and say farewell. And I can't talk with Weber about anything beside: learn Twohanded swords, trade and say farewell.
P.S. My character level is 22 and reputation maxed in Mannshire but no quest and no troll at watchtower. Elder didn't mention anything so far and Weber is still trying to teach me Twohanded swords. Seems I've got a 100% bug. Ok, what did I miss without that lazy arsehole? Nothing serious I hope?

It does look like a bug.

You miss an annoying fight, 4k gold, and a unique cloak that is comparable to a Nistrian noble cloak. A banner that gives health and energy restoration, and misc junk. Nothing much. The banner is arguably the best reward, but there are better banners out there.

The Best Banner probably the Control and Move Resistance one, god Forbid if you rely on Energy banner.

Yeah, sounds like a bug.

You could try to tank your Reputation with Mannshire down to less than 4k, and then back above 4k to see if the dialogue triggers properly... but who knows if that'll work, and you'd need to really care about the rewards.

Admittedly, it's not insignificant. 4k gold (around 5k if you count the troll's pelt and tusks). A Tier III medium helmet. A banner. Some unique cloak I have never used.

You seem to be well past the time when you'd really need any of that, so maybe it's not worth it.
