Quest givers in Brynn?

So, I maxed out reputation with the Rotten Willow, and the guy told me that now I can take quests from some guy in Brynn. But it was quite some time ago, I don't remember guy's name nor where to find him in Brynn! Help pls.

There is a guy in brynn who sells tier one to five good on the dock side, in a house , and is guarded by a another guy. The guy guarding is leaning near the door. idk if theres any missions in brynn tho. been lookin .

No contracts in brynn, they were removed.
There are a few quests involving the quartetmaster/bailif giving you a letter that you have to take to the 3 masters of the guilds: blacksmith, carpenter, tailors.
Do them and you can buy endgame stuff from them after working hours.
