Item despawning seems be bit mess indeed. in cities everything is gone overnight and in many locations I still see stuff that was there weeks or months ago.
I saw plenty Shovels for buy, can not say much about it.
And yeah all recpies and notes... My solution would be not even make them as items at first place, jsut put them directly to journal and that would be it. Atm just ditch them.
Fish.... thanks for the info. Maybe we'll get a fishing minigame at some point.
Item clean up - Ya, it's all over the place. I lost some useful stuff because it's so inconsistent.
Recipes / Notes - Agreed. What a great idea. I hate to pollute my environment.

to answer all of your questions.
There are some random POI's that spawn with shovels, but thats pretty much just rng, besides rng the only real way to get shovels is just getting lucky from looting dungeons, i've seen them spawn in all 3 types and even in higher tiered dungeons, they're pretty much just a random spawn.
items will eventually despawn, i believe in past versions items never really despawned but in this versions i believe after i think a week of in game time stuff left on the floor will eventually despawn if you dont go near where the items were for roughly a week.
Recipes can be found from NPC's just from talking to them or eventually when you unlock the reputation level for a town in which you unlock their unique goods since usually alot of npc's, mainly from places that sell food sell a recipe to one of their shop specific foods. Though you can also find recipes from dungeons, usually in bookshelf rooms in vamp dungeons and also in random POI's like the Leprosarium with the healing salve recipe and the stone quarry with the repair kit recipe (tho ngl both of these are worthless recipes since they're so complex). For pretty much all recipes i dont believe selling them should be a thing since they're pretty much a gameplay device to make only your life easier, maybe you could sell them to the random treasure merchant in osbrook since he likes books but thats about it.
In the current build for the game there is no fishing, the most you can really do is go to the coast and then pick up and butcher crabs for crab meat BUT there is now 10000% proof that next update will include fishing, through data miners we have evidence that fishing will be coming to the game with different tiers of fishing rods and multiple different kinds of fish to catch, i believe this update will also come with the update that will be adding alchemy.
Looking at the current balancing of the different crafting / cooking recipes I'd say I'm not looking forward to more crafting. The prices are all over the place and mostly make no sense. What's the point of a crafting system if not to make your life easier ? But then, why does it cost so much to make pretty much anything ?
Main issue is that alot of the really important recipes are hidden in secret poi's or hidden behind rng in dungeons, like i found a recipe for lockpicks in a dungeon when i was like level 25 and the recipe is extremely easy but i had so much money that it didnt really matter.

Sounds way too convenient for Stoneshard. Remember, you still have to choose between wearing a backpack or a cloak. Breaking random boxes take durability out of your weapon. Shouting cost you water. Etc.
Farming/settlement is a hard no. The Developers have been really clear that you will never have any kind of permanent land/house/farm. The caravan is as close as we will get. We may not like that answer, but they have been crystal clear about it.
if only we had sheeps or Goats too for Milk not just reliant on towns then Caravan life is Great. Might be expensive but Milk pretty in use too on good recipes.
