Brynn is just a mega shopping mall.
...And I asked Okmall on stream yesterday and he said the devs stated before that Brynn never was intended to be a quest hub. They only did add it due a lack of content apperantly. With the RtR update/changes you should have more tasks in general and they all boost Brynn reputation.
There were tasks in brynn. They just got removed with this patch.

It boggles my mind. Why make this big, beautiful, and detailed location and then not give players any reasons to even be there?

Because we lacked the tools to introduce quests before, and were focused on polishing out the general gameplay loop. There will be content there eventually.
From a functional standpoint, there're tons of economic and progression reasons to go to Brynn.
