Best thing to do is just save in the Mannshire inn, head to the west plain and look for Bisons. If you searched the whole map and found none, just reload save and do it again.
Bisons are frickin' hard to kill if you're a melee character, so if you don't want to use the above strategy (which is actually just cheesing because enemies can't enter town, so you'll just skip between map borders to escape, rest up and kill the Bisons that way), just don't bother with the quest and keep adventuring until you happen across the Bisons around Mannshire. With proper equipment and levels, you can kill Bisons easily. They'll appear in the steppes sooner or later, the question is whether you can kill them or not because you'll aggro all 3-4 of them the moment you hit one of them. They're deadlier than bears in that regard.
Another strategy is lure them into bandits, but only if they spawn in the same area. It probably doesn't do you much good because it'll be a 3-way battle and bandits get murdered by Bisons relatively quickly. But you only need one Bison pelt and horns so you can get one killed, pick up the loot and run for your life. Not really advised though, because if you cross maps with 2 Bisons hot on your tail, they'll spawn right next to you when you cross maps.
