How energy restoration works is, every turn your energy gets restored by a certain %. 50% means you regenerate every 2 turns.
As electromancer you can probably go with something like 45%, because your passive ability Unlimited Power grants you 0.1% energy restoration per 1% of missing energy. So at 50% energy, you'll have 50% energy restoration.
Keep in mind Vigor buff also gives you +5% energy restoration.
You want energy restoration enchantment on all your main armor pieces (the ones that provide protection). Because those gear pieces only buff their respective body parts if you enchant with physical res for example. Whereas energy restoration works for the whole body.
For your necklace, rings, cloak and belt: enchant with physical res, if not piercing res. Piercing res is somewhat better due to higher number, but physical res ain't bad either. Otherwise, some nature res is fine too. Most of the time you don't need nature res because once you cast Seal of Reflection on yourself, no mage can touch you unless he has Seal of Reflection on himself. (And if he does you'll just use Seal of Cleansing on him anyway.)
Note: when you stand on a tile with Seal of Power, your energy restoration can easily reach 100%. So even if you're slightly under 50%, don't worry about it so much.
You can get a lot of magic power from various sources: Seal of Power, Seal of Insight, equipment stats. However, you don't get energy restoration so readily. Only Seal of Insight gives you a total of 60%, but that requires you stand on that spot and not move at all. If you rely solely on that 60%, you won't reach 100% energy restoration, which means as you keep spamming your spells you'll eventually run out of energy, making you a sitting duck instead.
As for how exactly you spam spells while standing on top of a Place of Power (Seal of Insight's sigil on the ground); you stand on a Place of Power first, then cast Seal of Finesse, let it get to max stacks, and you effectively have no backfire chance, no backfire damage increase, and greatly reduced cooldown durations. This makes you a magic artillery... But you can't chain cast spells back to back if you run out of energy.
For Electromancer, having all the above buffs I mentioned will let you put Resonance on enemies easily, as well as knock them back, immobilize them, etc. But like I said, if you run out of energy then you're a sitting duck.
When standing on a Place of Power, her miracle chance is 100%.
This is why magic power enchantment is meh... I can get more damage done recasting spells, which is what -5% cooldown duration enables me to do.
Edit: I actually somewhat copied brown29knight's build. He completed that build, making his Electromancer actually sport 100% miracle chance without Seal of Insight (standing on a Place of Power). I'm lazy to complete my build so there you go...
