How does the procedural map generation work for the world chunks. Are they handcrafted tiles that it pieces together or does it randomly generate each chunk of the map?

Not sure what your question is, but basically this is the rundown:

Osbrook, Mannshire and Brynn locations are fixed. Same goes for the other extensions around them (e.g. Osbrook Mill will be next to Osbrook, can be randomized to the left or right of Osbrook but never in any other location). The borders of the whole map are more or less fixed. (Meaning to the distant south would be the sea, as Brynn has a port.)

The roads between the 3 aforementioned settlements are more or less fixed, but there are some randomizations along the way.

Everything else is randomly generated upon creating a new character, and the whole map is fixed for that playthrough.

Dungeons are procedurally generated, but the layout is fixed until you clear the dungeon; if the dungeon is a contract dungeon with a contract assigned to it, then you have to clear that contract (or fail it) first to reset the dungeon layout. After a few ingame days, the dungeon resets and is procedurally generated again.

Points Of Interest (POIs) are procedurally generated, but their layouts on the map are typically the same. Only the scenery surrounding them will change. However, this is a minor detail e.g. I found Ghoul's Dens to be in forests, so only tree layouts will change; meanwhile, Harpies Nests only appear in steppes. That sort of thing.

I think that actually answers my question. Basically I was wondering if each map "chunk" (the loaded square with the transition arrows on the sides) were crafted and just randomly arranged, or if the terrain within the chunk was all procedurally generated as well.

Yeah, the terrain inside each map chunk is procedurally generated upon creating the new character, and it stays that way for the whole playthrough. I'm not sure if it is already fully generated even before you visit that map chunk, but I know at least that when you enter that map chunk, the scenery etc would've been generated by then and stays that way for the rest of the playthrough.

Glad that this info helped you. :)

There is a tiny bit more to add, in the form of map events:

Basically somewhere along the road will be a cart with a deathstinger hive in it, somewhere there will be a cart with booze, there is a swordsmith's cart, a gravediggers cart, etc.

There will always be a campsite taken over by deathstingers, and another yaken over by crawlers, etc.

These points of interest will always be the same, but will show up anywhere on the map, while the rest of the terrain inside the map chunk they show up in will be generated differently each time.

Thanks again for the info! Figured out what I was curious about.

Thank you! That's good to know as well
