No other means of fire?
Can I really not find or buy torches to throw after my oil bottles like I 100% HAVE to have a point in pyromancy?

Fire damage enchantment on your weapons.

Burning your enemy is actually very OP. It causes an obscene amount of pain, for one... So, I think it is fair to limit it to just using Pyromancy spells, as well as a certain consumable (Nistrian Flame Flask)...

Having said that, if you just want to make your enemy flammable, you can use any alcohol beverage. I like throwing Spirits, because they're usually too concentrated to drink anyway, even if just to kill some pain.

If you're a Pyromancer I wouldn't be worried about you not lighting up your enemies on fire. Once you have a slew of fire spells, any of them can light up an enemy.

I don't know if fire enchantment on your weapon lights up your enemy. Never tried it.
