BUG? A "fee" for the official quest
I have paid the fee and was able to trade with him in the evening, no problem. I have since then gained the recommendation letter via reputation increase, I handed it to him (as well as the other 2 guild members) and the quest has been started AGAIN.

I have the quest both under completed and active quests now and it wont let me complete it again, the last step of talking to him doesn't change this.

It is important to note this hasn't affected my ability to trade in the evening, I can still do this.

Any tips on how to solve?

Known bug, should probably be fixed in the next patch.
