Where now you can take/buy backpack and better mage items? Do i have to rush 3rd city with my money in purse?

Best place to get your (likely first) free backpack: Go to Mannshire, take the personal quest from the cleric in the church to go find the herbalist, go to the herbalist's home, in the house you'll find a free backpack

Better mage items: you need to grind Brynn dungeons for rep. There is almost no other way. The other way is grind up some Rotten Willow Tavern rep by giving L'owcrey some quest magic items (phylacteries, pagan amulets and grimoires) - you get these from crypt quests - until Rotten Willow Tavern's reputation is at Benevolence, then you can talk to the Rotten Willow Tavern's innkeeper, he will direct you to their fence in Brynn (southeastern part of the city). Then, either keep grinding Rotten Willow Tavern's rep to level up that shop, or just hope you get lucky with some mage gear.

You can unlock Brynn merchants and by default they will sell you some mage gear as well, but they won't be super fantastic.

There was no change in that regard.
You could always get "Exquisite" magic gear in Osbrook after you reach Amity reputation, and better magic gear in Brynn. Latest update added more magic gear to Brynn.

Backpack also has no change. Still sold by Keremit or found in Hermit's Hut.

So there is no reason now to stay in Osbrook? Just go to Brynn.

If you're a mage and have 4k+ gold to spend? yes. Osbrook rep grind is good for people that want light armor due to the tailor guy being there.
