Quest: A "Fee" for the Official, last step..

I waited there a long time, evening ,day and night, wasnt able to update the quest .
Any ideas ?

You go in the door right by where he was standing between 7pm to 10pm at 10 he goes to bed, he should be upstairs and let you see his stock, I haven't played in a while but it worked for me back then.

I try that i dint notice any stairs there, guess it was my fault ;-)
