First of all I think you can't advance in this quest if you talk with Odar about him being a murderer, because he instigated the death of the former miller Dwar.
Second when you trigger a conversation with the first mercenary at the brewery, you have to talk the most peaceful way or else you kill them all and Odar takes the Brewery over and you don't get reduced prices.

Related to things which were said in the beginning of the thread. Maybe it's necessary to get the "Smudged Note" inside the Farmstead to trigger the necessary conversation with Kromm in the center of the Breweyz to advance the mission.
I finished the quest now. I went to the farmstead that Kromm talked about and killed all thugs and Goons. Inside the house was accapetable stuff to sell and I took the smudged note with me and went back to Odar. I talked with him and pressed him to give me 500 Crowns and my reputation changed from Benelovence to Neutrality.
It is far easier to restore my reputation in Manshire and get additional exp in the meanwhile. There is another good aspect. If I raise my reputation in Manshire I can always go with Vigor and Blessing with at least 1100 rounds in any direction. Stats 15% more exp for everything I do around Manshire. So it's pretty worth a while.
EDIT: Reputation of Osbrrok is only reduced by -400 REP.
The Goons you fight looks like they could have decent weapons, but none of them drop anything
Do you mean the Goon on the Farmstead?
Yes. It's bugged. I've tried all offered solutions but I broke the quest. I'm sure it'll be fixed soon enough.
I was never able to get any dialog with anyone at the brewery to even begin.
