Ignite chance on pyro spells?

Whats the base chance (and how does it increase) for fire spells to light an enemy on fire? I looked everywhere in-game and online and I can't see it anywhere.

the more the damage the greater the chance of ignition

The enchants was like damage*75/max hp, so 24 damage on a 100 hp mob is like 18% chance to ignite. So fairly low

so the chance to set someone on fire with a fire spell is low. That's just great.

Unless you cast the spell at the ground and the enemy steps into it....

yes, but that waste's the actual damage of the spell.
