It does not. The scrap cheat grants the AI a scrap bonus every now and again; the speed of their normal scrap generation is controlled the same way yours is (that is, based on what types of pools you have and how much scrap you have already generated).
As-is the base AI scrap cheat gives the AI a single unit of scrap at two different intervals, one based on the number of players and the other based on the size of their starting force.
From a review of the code, scrap cheat 0 is NOT scrap cheap OFF, its scrap cheat LOW. The AI always cheats a little and if it didn't I suspect the AI would be too easy. There never was a way to turn it OFF, just turn it down.
The AI doesn't have the advanced brain that we do, so it needs a little extra help!
