why does the AI got infinite scrap? even if you turn the scrap cheat off?

Just to confirm, they have absolutely no pools and AI scrap cheat is on 0? Were there scavengers picking up loose scrap?

The devs have got back to me and mentioned that this is by design and not a bug. The suggestion has been raised though.

Well for having an option to make the AI (which is a desired feature) it can make sense to let it cheat by design. However ideally it should be configurable feature (like the scrap cheat settings).

As far as I know does scrap cheat change the speed in which scrap gets extracted from pools, 0 would be the default speed.

but they dont need scrap to build somthing so its usless

It does not. The scrap cheat grants the AI a scrap bonus every now and again; the speed of their normal scrap generation is controlled the same way yours is (that is, based on what types of pools you have and how much scrap you have already generated).

As-is the base AI scrap cheat gives the AI a single unit of scrap at two different intervals, one based on the number of players and the other based on the size of their starting force.

Yep, I know that the Scrap Cheat provides bonus scrap periodically, which is why destroying their pools is so important since the AI is only limited by its total capacity. 1/2/3 seem to relate to Easy/Medium/Hard difficulty/force in IA (starting Gun Spires are missing on 1, but are everywhere on 3). So what does 0 do?
