Report a translation problem
The game used to only download the mod if you didn't have it, but that caused issues when mods updated, so instead it now always checks. It's simplest to just subscribe to the mod yourself so Steam itself manages it.

For GOG users I created a mod manager though I am still working on another update for it to make it a bit better. The one feature it gives Steam users so far is it can detect when you're missing dependency mods due to mods updating and adding new dependencies.
18 to be exact
I just felt you were being too general referring to all of them as mods when people would view the "mod" to be "Aegeis AIO" and everything else as "other crap you also need" (aka dependencies).
Either way, as the above 2 have mentioned, just subscribe to it all and it should work instead of having the game manage it for you. And that is where the dependencies become annoying, like having 18 for Aegeis'(sp?) mod.
The alternative is having the same assets duplicated verbatim in a dozen different mods when my BZCC workshop folder is already huge.
To be precise i subscribed to the vet strat mod nevertheless anytime i join or host a game i have to download 6 packages (again), even if one game directly follows another.
And with Aegis being a particularly large mod, there is the additional issue, that the download (19 packages) pretty much always stalls.
I'm not sure whether is due to a peculiarity of my installation or widespread phenomenon, but if it a common experience then the issue is between somewhat annoying at best and rendering some mods (in paticular aewgis) unplayable at worst.
Coming to think of the subscription angle,. Is there are chance that there is an issue with subscribing process, meaning that updates do not get downloaded despite existing subscriptions?
I do not think there is simply 1 system that Steam can set up that will work for every game in an error-free method and unless I get payed for it I do not even wish to brainstorm about it :)
OK yeah, my bad ... anyways that's definitely abnormal.
For me, at least with Aegeis AIO, the downloading dialog does appear but it is just verifying the assets and doesn't actually download anything.
For VSR, even with my own current mod set to stock, there is no downloading dialog at all.
I'll have to think about this.
