I wondering if i buy full game on steam,can i instal free fm touch on ios(ipad)???

No. On steam FM Touch is only PC, Mac, Linux, & Steam as described in the system requirements part of the FM Touch store page.

FM Touch for tablets, including iOS, is not released until 24th November. And, as far as I know, will be available from the iOS and Android app stores.
