Scouting budget question

Hi guys, my scouting package was cancelled because I didn't have enough funds. I go to the scouting page, then to the scouting budget adjustment slider. The slider dot is all the way to the left, so there's no money for scouting, and I've got like 10 million in my transfer budget, so no problem there. But the slider is grayed out, so I can't move the slider dot to the right. What gives?
