That said there may be things you aren't taking into account:
1) Players at clubs like Man Utd tend to be on massive wages. This puts a lot of clubs off buying them or affects what other clubs are willing to pay. Also big clubs like Man Utd are often held to ransom by other clubs in real life as they know they are rich so have to pay over the odds.
2) If a player has a minimum buy out clause the club will often (though not always) only accept the full amount up front. Was that the case for Dybala?
3) The amount of time left on a contract affects value. So does the player's age and things like just winning a trophy (especially the CL and World Cup) or relegation. The best time to sell your players is in May/June just after winning something. The best time to buy for relegated teams is after Ist of July when the game recognises the fact they've been relegated and that a new contract year has started. Also when a player has <year left on their contract. When renewing contracts do so BEFORE winning trophies or promotion (e.g. in April) or AFTER July 1st if you get relegated (in the unlikely event you're not sacked) or if they've just sacked their agent.
4) Another factor in getting low offers may simply be that the interested club can't afford any more. This is another reason it's best to sell in May/June when clubs have a full transfer budget available. If they have other transfers pending this will affect the transfer budget they have available too. If you can see a club that offered you a small amount has just had a windfall from selling one of their own players offer your's again, they will probably make a higher offer.
5) Sometimes if you decline an offer saying it's not good enough the club will return with a better offer a few days later.
6) If you're fairly new to the game try saving before you start a transfer/contract deal. That way you can experiment with different strategies and then reload and try another tack. o.k this is a bit of a cheat, but it's a good way to learn the game.
N.B. If you have the editor you can check how much the bidding club has in their transfer budget.
If you really think the game is taking the piss you can always use the editor.
Very occasionally I use the editor to adjust my players contracts. e.g. I had an 18 year old hot prospect who wanted a wage nearly FOUR TIMES more than my highest paid player. Even if I could have afforded it there was still no way I was agreeing such a crazy demand because if I did every other players agent would have been knocking on my door asking for massive wage rises for their players. In such situations I may just sell a player but I knew from experience he'd accept a far smaller wage from another club. So I used the editor to give him what I thought was a fair amount. I based this on checking the contracts of similar players of his age/ability/position at clubs of a similar status to mine.

big teams come with an offer 10 mil and i accept the offer but in last confirmation i change 10 mil to 100 mil.
thats how i destroy big teams outside of my league, also teams i dont like.
but i help lower league teams by buying young talents for double or more the price i can sign them.

I get fed up when New player ask for new contract every 6 months or 1 year as I seem think they should honor the contract(his contract is 5 years) and I will offer the new contract when I want to.....Not him! lol
