Data analysis facilities won't improve!
Hello. I had requested an improvement on my data facilities, it got approved, but even though they should have already been completed, it still says "planning". Why haven't they got finished yet? What should I do? Is there a fix about this? Thank you in advance!

It might only go ahead in close season, presumably, the facilities are in use during the season.

Not really. I even took a vacation to fast-forward the game and they won't improve even during July or August. And I even have the option to ask for the improvement of the data analysis facilities again, something that I already tried, but it will also get stuck in the "planning" phase.

I didn't miss any message. The bar is filled, but nothing happens. It's just stuck in the "planning" phase. Even if I make the same request, all of the requests will also get stuck in the end.

A couple of things occur:
1) Your finances aren't good enough to complete the upgrade.
2) You're in the middle of a takeover/club election.

Other than that I've had occasions when I've requested an upgrade quite early in the year i.e Jan/Feb and then at the end of the season the Board don't seem to realise and decide to do an upgrade off their own bat, however because ones already ongoing it has basically reset but taken an extra year. That doesn't sound like what's happened to you though.

The only other thing I can think of is if there's a way to use the editor to move it on. You can for the other facilities but I can't see a way to do it for Data Analysis.

Sounds like it might be a bug.

Have to go to SI forum and report it - upload your save game file and someone will check it for you.

It's not worth it. I googled it and nobody ever got a solution. They, more or less, got the classic answer "Buy FM 19 and this bug won't exist there". They never fix their bugs - they just expect us to buy their next game in order to see these bugs fixed. I deleted this game. I tried to find a solution by myself, but I only found my save file being bugged too. I'm just tired of trying to fix a broken game. I left them a negative review - not like they give a damn about it though. Anyway, thank you, everyone, for the help.

Well, if you understood a bit more about how games like this are developed, built and produced you might understand.
It's either a bug or it isn't. A bug being the game not behaving as the developers intended.
If it's a bug, it will be sorted at the earliest possible time in the development - they won't release an update/patch for one small issue.
My understanding is that once the January update is released, all development efforts go into the next release - so the next available would be the November release.

I found this discussion because on my fm19 the same happened to me. Asked for improve on training facility and youth dev facility. Both should had been completed "5 months ago" (game time). TIme's up, bar is fully filled, no message received for lack of money or anything. Will finish the season to wait if there's any improvement but if they don't, might be a bug. What is weard is: bug on 2 upgrades at same time? Hardly a bug, but a feature... What feature?

Don't know. Do you have any upgrade of the situation?
