I could go on and on about the publisher but the intricacies of it would require too many paragraphs to just infodump outright. the majority of it is rumors or stuff that can't be 100% confirmed, highly probable rumors based on stuff that has been confirmed, but the majority of it cannot be said as fact despite how much I or other people may believe in it! there is still definitely a lot of stuff that can be confirmed and does make them look not too good but almost none of the confirmed stuff is about how they handled the games production or even really about the company itself.
but to be honest, if you DID care about that stuff enough for it to impact you deciding to play it then... most of it falls on the shoulders of the creator of Homestuck, not all of it, but a good chunk of it is either directly because of the creator of the webcomic or is a result of decisions he made.
Anyway back to the game
Act 3 is currently being made and is coming "soon", don't know when act 4 will ever be released but, at the very least, *I* am confident it will be released *eventually*. I'd say give the game a go, maybe even the visual novel spin-off Hiveswap Friendsim if you want a bunch of fun little 30 minute stories about each of the Act 2 characters where you play as a little guy trying to become friends with all of them and sometimes maybe engaging in a little accidental murder here and there.
There is a sequel to Friendsim called Pesterquest but DO NOT play Pesterquest until after you've read Homestuck, I'd even say don't read it until you've finished the epilogues, it does have spoilers for the webcomic and some things from the epilogue.
