Anyways I believe this version was actually made by James Roach some time ago to mock the original Spooktune while Toby was developing Undertale (you can read about the story on What Pumpkin's Tumblr), and he decided to include it in the soundtrack for some reason. Probably to have an excuse to tell everyone this story.
