Is the PC missing out on 'White Dragon Weapon Skins'?

I am UK based. GAME is giving an exclusive White Dragon Weapon Skin to console pre orders. they do. not sell the PC version. Neither Steam or Epic Games seem to have it as a pre order bonus. Has anyone seen away to get it on the PC version? Will it be part of a store (Micro transactions are not supose to be in the game so i imagine its in a DLC pack)?

seems I have it, from retail steelbook edition, which said "deluxe edition" during activation...
